Afghan president renews call for calm

(AP) ? Afghanistan's president renewed his calls for calm Sunday in a televised address to the nation after the burning of Qurans at a U.S. base sparked five days of deadly protests.

About 30 people have been killed, including four U.S. soldiers, since the incident came to light Tuesday. NATO and the British government recalled their international advisers from Afghan ministries late Saturday after two U.S. military advisers ? a lieutenant colonel and a major ? were found dead in their office with shots to the back of their heads.

"Now is the time to return to calm and not let our enemies use this situation," Karzai said. Asked about the unprecedented recall of NATO staff, Karzai said it was an understandable step.

"It is a temporary step at a time when the people of Afghanistan are angry over the burning of the holy Quran," Karzai said. "We are not against this," he added.

It is still unclear who shot the men inside a heavily secured wing of the Interior Ministry, or if the attacker had been apprehended. The Afghan media reported that it was a police intelligence officer, without citing a source. Karzai said much was still unknown.

"Who has done this, and whether he is an Afghan or a foreigner, we do not know. We are saddened by the incident and express our condolences to their families," he said. The Taliban claimed that the shooter was one of their sympathizers and that an accomplice had helped him get into the compound to kill the Americans in retaliation for the Quran burnings.

Members of the international military coalition described the removal of advisers as a temporary security measure, stressing that they did not expect it to affect partnerships with the Afghans that are key to preparing the country's security forces to take on more responsibility as international troops draw down.

"We can confirm that as a temporary measure, the British embassy has withdrawn civilian mentors and advisers from institutions within Kabul and that we're keeping the situation under review," said Catherine Arnold, a spokeswoman for the British Embassy. She declined to say how many people were affected by the decision.

The NATO recall affects advisers numbered "in the low hundreds," said Lt. Col. Jimmie Cummings, a spokesman for the international force.

The U.S. government had already ordered its government advisers to stay inside the secure embassy compound earlier in the week out of fear of retribution, said Gavin Sundwall, a U.S. Embassy spokesman.

Karzai's appeal came as the protests appeared to be dying down on their own. There were no reports of violent demonstrations as of midday Sunday.

It would be the first day of calm since Tuesday, when it first emerged that Qurans and other religious materials had been thrown into a fire pit used to burn garbage at Bagram Air Field, a large U.S. base north of Kabul.

President Barack Obama and other U.S. officials have apologized for what they said was a mistake, but their regrets did not quell the protests.

During protests on Thursday, an Afghan soldier turned his gun on foreign troops, killing two American soldiers, during a riot outside a U.S. base in Nangarhar province.

This shooting and Saturday's at the Interior Ministry were the latest in a rising number of incidents where Afghan soldiers or policemen, or gunmen wearing their uniforms, have killed NATO forces. Last month, France suspended its training program and threatened to withdraw its forces from Afghanistan a year ahead of schedule after an Afghan soldier shot and killed four French soldiers on a base in the east.

I want to get a pet bird from PJ?s Pet store. Is it a bad idea to get a bird from a pet store?

depends on the size of the bird. if its a parakeet or around that size it can be very painful when they bite their hardest. if its around the size of an indian ringneck it can make you bleed? ALOT? and cockatoos and macaws have the ability to amputate human fingers. but all birds would only bite like that when theyre defending themselves or food or young etc. if its your first bird reach for the small birds, budgies, lorikeets, cockatiels, loris, senegals, caiques, lovebirds, conures and many many more. dont worry, your fingers are going to be just fine lol :P

TORONTO ? David Steckel thought he was in the clear.

A busy NHL trade deadline came and went last season without his name being mentioned in the wall-to-wall TV coverage. He figured he was staying put in Washington.

And then the phone rang.

?It was a complete surprise for me,? said Steckel, now a member of the Toronto Maple Leafs. ?I didn?t find out until like 3:30 and the trade deadline ended at 3, so obviously it was a last-minute deal. When I got the call from my agent, I thought ?Hey, I didn?t get traded.?

?And then he?s like ?Actually, you did.??

The transaction didn?t stand out among the 16 made that day: Steckel to the New Jersey Devils along with a second-round draft pick for Jason Arnott.

But the move had an impact on a personal level. His wife, Diondra, was pregnant at the time ? they?ve since become parents of a baby girl ? and suddenly he faced an uncertain future away from the only NHL team he?d ever suited up for.

It?s hardly an atypical situation among players around the NHL, which is why so many will be anxious in the days leading up to Monday?s trade deadline.

?Obviously, if you?re a control freak it?s probably going to be a little tougher than if you were just going to go with the flow,? said Steckel.

Behind closed doors, players follow the action as closely as fans. The majority will keep an eye on the coverage and a growing number will also be following along on Twitter.

?I like to watch,? said Calgary Flames forward Tim Jackman. ?It?s always fun to see what teams are doing, how they?re trying to improve and where everyone is in the standings and the way that we?ve been playing. It?s fun to watch.?

The focus on the trade deadline has reached new levels since the lockout. The introduction of the salary cap made it more difficult for general managers to complete moves at other times during the season ? centralizing most of the activity in the period leading into the deadline.

In many cities, trade speculation began in early January, a good six weeks before significant moves were made. Teams were labelled either buyers or sellers, only to have those labels revised following winning streaks or losing skids.

?I think at times it can be too much,? said veteran Habs defenseman Chris Campoli, among those hearing his name mentioned in rumours.

A year ago, Campoli was a member of the Ottawa Senators heading into the deadline. By the end of the day, he?d been dealt to Chicago ? a move he first heard about while watching television.

?In any other business you wouldn?t see anyone being notified in that way,? said Campoli. ?But that?s the nature of the beast and I guess it comes along with the territory. You have to accept that part of the game and I think after going through it a few years now you really do realize that it?s a business.?

That has already become painfully clear in Columbus.

The last-place Blue Jackets are in the opening phase of a massive rebuild that started with Antoine Vermette getting dealt to Phoenix and Jeff Carter to Los Angeles earlier this week. Captain Rick Nash could also be gone before Monday?s deadline.

It?s had a massive impact on those left behind in the locker-room.

?We?re all upset about it here and we know a lot of changes are going to happen,? said winger R.J. Umberger. ?The mood with that is uneasy.?

At the other end of the scale, the deadline can come with a shot of adrenalin.

Edmonton Oilers forward Shawn Horcoff fondly recalls March 2006, when former GM Kevin Lowe made a series of moves that helped the team go on a run to the Stanley Cup final. Deadline day proved to be a turning point in that season.

?We got (Sergei Samsonov) and (Dwayne Roloson) and we got (Jaroslav) Spacek and Dick Tarnstrom just before that,? said Horcoff. ?I just remember thinking, ?Man, this is going to put us close.? I remember being really excited about that.?

But nervousness is a much more common feeling at this time of year. That leaves a number of players currently trying to block out the many distractions at their disposal.

?If you start paying attention to everything that?s written on the Internet and said in the media, it?s going to make you crazy,? said Winnipeg Jets defenseman Mark Stuart.

The one positive about the deadline? All of the speculation gets put to bed once it passes. At least until next year.

KARACHI: The KMC sports department, which is flexing its muscles to resume sports competitions in the city, will organise KMC athletics talent hunt scheme early next month, ?The News? learnt on Tuesday.

Various track and field events would be held, including 100 meter meet for men and women, the winners of which would be declared the fastest runners of the city. The events will be held at PSB Karachi center, popularly known as the coaching center.

Senior director of sports, culture and recreation department of KMC Rehan Khan said that track and field events would be held for both men and women. But he said that departmental players would not be allowed in an effort to encourage young athletes of the city.

He said that KMC athletic talent hunt scheme would be organised either in the first or the second week of March.An Inter-University Girls Badminton Tournament will also be organised at KMC?s Women Sports Complex later this month by the association concerned. Besides, a chess championship is also being organised at KMC sports complex at Kashmir Road from March 3 to 7.

The sports department officer Khursheed Ahmed confirmed that competitions of football, basketball, hockey, shooting ball and some other disciplines are being planned for March and April.

KMC organised Sindh women Judo Championship 2012 at its Women Sports Complex a few days back, in which teams from Hyderabad, Larkana, Nawabshah and Mirpurkhas participated.

Karachi women judo team clinched the trophy with 40 points, Hyderabad came second with 25 points, and Mirpukhas got the third position with 30 points. In junior events, Karachi girls got the first position with 30 points, Hyderabad second with 20 points and Larkana girls occupied the third position with 15 points. On the occasion, the chief guest Muhammad Hussain Syed said that KMC sports department has been directed to organise sports competitions for both boys and girls.

Payroll tax cut full of budget gimmicks

There are two gimmicks happening here. Both are functions of the 10-year budget window the Congressional Budget Office and the Joint Committee on Taxation use to score legislation.

The other day, I criticized the unwillingness of Congress to finance the latest extension of the payroll tax cut. Since that blog, the Congressional Budget Office released its estimates of the cost of the entire mini-stimulus, including the so-called ?doc fix? and changes in unemployment compensation. And the games were even worse than I feared.

Congress made no pretense of paying for the payroll tax cut itself. But it did claim it would pay for the rest of the package. Hint: It didn?t.

There are two bits of legerdemain happening here. Both are functions of the 10-year budget window the Congressional Budget Office and the Joint Committee on Taxation use to score legislation.

The first gimmick allows Congress to pretend tax cuts or new spending are temporary, when it is obvious to all they are not. ?The second is a sort of congressional lay-away plan. Lawmakers get to buy politically popular policies today but avoid paying for them until years from now.

There is nothing new in all this. Congress has been playing games with the 10-year budget window (or its cousin the 5-year window) for decades. But the mini-stimulus showed business as usual is alive and well on Capitol Hill, despite the best efforts of the tea party caucus. ?

The doc fix is a perfect example of Gimmick #1. Even though Congress has been temporarily protecting physicians?from scheduled Medicare cuts for a decade, CBO must score only what Congress proposes.

So when lawmakers protect docs?for only a year (or in this case 10 months) at a time, CBO has no choice but to score only the one-year cost. Thus, the limited fix appears to add only?about $18 billion to the deficit over the 10-year budget window when the true 10-year expense of keeping the doc fix going would far exceed $200 billion.

Perhaps the payroll tax cut, which is supposed to be a stimulus measure, really will be allowed to expire at year?s end (though I doubt it). But the doc fix is not countercyclical economic policy. Like old man river, it just keeps rolling along. A year at a time.? Since 2002, if you can believe it.?

Here?s Gimmick?#2. Most of the cost of the doc fix comes in fiscal years 2012 and 2013, as you?d expect with a ?temporary? extension. But the measures to pay for them?a reduction in Medicare payments for hospitals? bad debts and a cut in a preventive care program, don?t kick in until 2014 and beyond. One provision?a hike in federal employee retirement contributions for new workers?won?t start raising real money until 2016.

Will any of these pay-fors actually happen? Don?t bet on it. Already, Senate Democratic Leader Harry Reid (D-NV)?has promised to restore the preventive care money. That took, what, four days?

In theory, this kind of budgeting makes sense. After all, while the economy seems to be recovering, it remains sluggish. Why not inject additional fiscal stimulus now and arrange to pay for those initiatives in a couple of years when the economy presumably is stronger?

The problem: Many of these pay-fors never quite seem to happen. Instead, Congress just creates more ?doc fixes.?? ?Remember, the first fix was aimed at blocking cuts in Medicare physician payments that were?included in the Balanced Budget Act of 1997.

Yes, Virginia, Congress promised that cutting reimbursements to docs would help eliminate the deficit. And, as Sarah Palin, might ask, ?How?s that workin? out for ya??

The iPad 2?will likely last a whole day on a single charge, even with rigorous use. However, for those looking to eke out a few extra hours, a battery case could prove valuable. The MiLi Power iBox ($129.99 list) adds battery life and some protection in a Smart-Cover-compatible plastic shell, but problems with fit and construction hold this case back.

Form Factor and Design Choices
The Power iBox features a one-piece, glossy, all-plastic construction. It feels a bit cheap and flimsy, but still provides some light protection against bumps and scratches for the back of your iPad 2. The Power iBox is compatible with the Apple Smart Cover, which is good since this case is flush with the screen, providing little protection for the glass display. The case itself measures 10.07 by 7.70 by 0.59 inches (HWD) and weighs 12.48 ounces. The case is more than half the weight of the iPad 2, and when combined with the smart cover, makes the whole package pretty heavy.

A thicker hump takes up two-thirds of the back, while the last third is thinner to accommodate the smart cover's folding stand capability. However, the case still alters the viewing angle when propped up by the smart cover, making for a more awkward, nearly perpendicular viewing angle.

There are cutouts for the camera, lock switch, and headphone jack, with chintzy-feeling plastic pieces for the power button and volume rocker. The cutouts make the lock switch and headphone jack easy to access, though the fit is fairly snug on the latter, which could cause problems for headphones with chunkier plugs. The plastic buttons work okay, but feel poorly constructed and are dependent on the fickle fit of the case around the iPad.

Fit, Other Features, and Conclusions
This brings me to my biggest gripe with the Power iBox: The fit was not very precise and made it difficult to get the iPad fully secured inside. The case is one piece, which you slide the iPad into, and then snap down the top corners. It takes a good deal of force to get the iPad in and out of this case. Though it never popped off of the iPad unexpectedly, it was difficult to tell when the case was securely in place.

The Power iBox case extends past the bottom of the iPad 2, where a black band hides four blue LED battery indicator lights, plus a Power button to toggle the flow of juice. The bottom panel houses a micro USB port, which connects the Power iBox to your computer for charging. Once I connected the system to my computer, I was able to charge the case and sync my iPad, but couldn't charge the battery on the iPad itself.

MiLi packed its Power iBox with an 8000mAh battery, which they claim can double the life of your iPad 2. In our tests, however, the Power iBox came up short of that claim, adding only 4 hours, 30 minutes of life. This is still a good amount of juice, but when you consider the added bulk, the poor fit, and cheap construction, the Power iBox just doesn't seem worth the $130 price tag.

Or: ?Walk a mile to the pub, have a pint, walk back and have another one, you will need it!? The puritanical way definitely has not worked, so why not give realism a try?

I mentioned golf there more or less by accident, but it strikes me that going for a game of golf and having a drink with your friends later is a whole lot better than watching it on TV with a can. It is not merely the walking either, which most of us do not do enough of anyway, but it is the actions connected with hitting the ball ? the swing and hand-eye co-ordination as well. And the social life afterwards, and loads of people miss out on a social life especially after retirement or the death of a spouse.

Now golf might not appear to you to be an interesting sport and I understand that point of view completely, but that is because it is not until you comprehend how hard it is to hit that ball hundreds of yards onto the green that most people can grasp the difficulty of playing the game well. That might be true of most sports, but golf does look so leisurely, does it not?

One of the good things about golf is that you can play with golfers of comparable ability to yourself so that you do not feel embarrassed or ?out of place?. If you join a ramblers? club after 30 years of watching TV, you will soon feel old and past it, but golf is different, because there is no pace, no hurry, you can take as long as you like, you can let others ?play through? (go on before you) and you can call it a day and go back to the club house whenever you like.

Many retired people take up golf, especially if they were used to being active at work, but it is also a hobby, that you can take up if you think that you are not active enough at any age. It is surprising how much a little bit of extra exertion can help stave off stiff limbs and chubbiness.

Washington, D.C. Could replacing coal-fired electricity plants with generators fueled by natural gas bring global warming to a halt in this century? What about rapid construction of massive numbers of solar or wind farms, hydroelectric dams, or nuclear reactorsor the invention of new technology for capturing the carbon dioxide produced by fossil-fueled power plants and storing it permanently underground? Nathan Myhrvold of Intellectual Ventures teamed up with Carnegie Institution's Ken Caldeira to calculate the expected climate effects of replacing the world's supply of electricity from coal plants with any of eight cleaner options. The work was published online by Environmental Research Letters on February 16. When published, it will be available at http://iopscience.iop.org/1748-9326/7/1/014019.

In each case, Myhrvold and Caldeira found that to achieve substantial benefit this century, we would need to engage in a rapid transition to the lowest emitting energy technologies such as solar, wind, or nuclear power as well as conserve energy where possible. The researchers found that it takes much longer to curtail the warming of the Earth than one might expect. And in the case of natural gasincreasingly the power industry's fuel of choice, because gas reserves have been growing and prices have been fallingthe study finds that warming would continue even if over the next 40 years every coal-fired power plant in the world were replaced with a gas-fueled plant.

"There is no quick fix to global warming," Caldeira said. "Shifting from one energy system to another is hard work and a slow process. Plus, it takes several decades for the climate system to fully respond to reductions in emissions. If we expect to see substantial benefits in the second half of this century, we had better get started now."

Researchers have previously conducted studies projecting the long-term climate effects of rolling out a single new energy technology. But this work from Myhrvold and Caldeira is the first to examine all the major candidate technologies for replacing coal powerincluding conservationand to examine wide ranges of possible assumptions about both the emissions each technology generates and also the scope and duration of the build-out.

"It takes a lot of energy to make new power plantsand it generally takes more energy to make those that use cleaner technology--like nuclear, solar, and wind--than it does to make dirty ones that burn coal and gas," Myhrvold added. "You have to use the energy system of today to build the new-and-improved energy system of tomorrow, and unfortunately that means creating more emission in the near-term than we would otherwise. So we incur a kind of 'emissions debt' in making the transition to a better system, and it can take decades to pay that off. Meanwhile, the temperature keeps rising."

The study used widely accepted models relating emissions to temperature. The two researchers also drew on a rich literature of studies, called life-cycle analyses, that total up all the greenhouse gases produced during the construction and operation of, say, a natural gas plant or a hydroelectric dam or a solar photovoltaic farm. It also examined the potential that technological improvements, such as advances in carbon capture and storage or in solar panel efficiency, could have on outcomes.

"It was surprising to us just how long it takes for the benefit of a switch from coal to something better to show up in the climate in the form of a slowdown in global warming," Caldeira said.

"If countries were to start right away and build really fast, so that they installed a trillion watts of gas-fired electricity generation steadily over the next 40 years," Myhrvold said, "that would still add about half a degree Fahrenheit to the average surface temperature of the Earth in 2112that's within a tenth of a degree of the warming that coal-fired plants would produce by that year."

The researchers found that coal- or gas-fired plants equipped with carbon capture and storage may also have good potential eventually, but that substantial advances in technology are still required for it to be able to substantially reduce the amount of climate change.

The results from this study suggest that policies aimed at combatting global warming should aim at faster, larger-scale transitions that reduce electricity use where possible, while building wind, solar, and nuclear plants, to meet the growth in demand for electricity.

Displaying Your Exotic Pet | Exotic Pets

With the increasing availability of exotic pets online is people need a way to see exotic animals. Anyone can really through a reptile in an empty aquarium, but it is worthy of your exotic pet and how you want to show the world? Face it, you are probably an exotic pet bought online or anywhere else, because at least a part of you wants to be different than everyone else. So why should you display your pet is very old, everyone else already has?

Sure, you can buy a used tank and take your iguana or python there, regardless of their actual health or safety. However, there is just something missing when it comes to how most people choose to show their exotic pets, come. An aquarium, as practical as it is perhaps not the right way.

Hinges cost very little and some people have some lying around in the garage or in a drawer of spare parts anywhere in their home. Screen will be bought cheaply in any hardware store and mix it with a piece of plywood and a couple of the right of a two-inch pieces of wood and you have all the ingredients for a custom display for your exotic pet.

For other visual effects you can create pictures or posters on the back of the cage to add the exotic. Desert photos are fine for iguanas and whether or not it can actually make the iguana feel better, it is much more attractive to the human eye. For pythons and boas, try a wooded river landscape, or something with lots of greenery. Again, the actual reaction of your pets have hid, but it will certainly give your friends and visitors something to talk about when they will go home.

The size, you can build to a number of factors from how much work you are willing to depend, to put how much money you have room and imagination, you want to do what you have. However, you should be your main concern, that your new display of exotic animals will be placed somewhere that people can see it and where it will not move much.

With the growing popularity of exotic pets to find online, make sure always something that is as unique as yourself. If you have an exotic pet, you probably want to be different and maybe even a little better, and it does not solve any iguana in an aquarium of resale.

How the major stock indexes fared on Friday (AP)

Stocks had their worst day of the year Friday after Greece hit a roadblock on its way to a critical bailout. The S&P 500 index had its first down week of the year.

The Dow Jones industrial average closed down 89.23 points, or 0.7 percent, at 12,801.23.

The Standard & Poor's 500 finished down 9.31 points to 1,342.64.

The Nasdaq composite closed down 23.35 points at 2,903.88.

For the week:

The Dow is down 61 points, or 0.5 percent.

The S&P 500 is down 2.26 points, or 0.2 percent.

The Nasdaq is down 1.78 points, or 0.1 percent.

For the year so far:

The Dow is up 583.67 points, or 4.8 percent.

The S&P 500 is up 85.04 points, or 6.8 percent.

The Nasdaq is up 298.73 points, or 11.5 percent.

Google Wallet a security risk: researchers (Reuters)

NEW YORK (Reuters) ? Security researchers said they found a vulnerability in the Google Inc mobile payments platform which is currently available in phones sold by Sprint Nextel Corp.

Mobile payment services that allow consumers to pay by waving their phone at a check-out terminal, instead of using a credit card, have long been available in Japan and some other countries but are only just emerging in the United States.

Isis, a venture of Verizon Wireless, AT&T Inc and T-Mobile USA, is expected to launch an offering to compete with Google but has yet to announce a launch date.

The alleged vulnerability in the Google Wallet was identified by Joshua Rubin, a senior engineer with zvelo, a closely held security firm in Greenwood Village, Colorado.

Rubin developed an app dubbed Wallet Cracker that he says can break the four-digit PIN required to launch the Google Wallet app. He demonstrated how it works in a video on his blog (http://bit.ly/zgO2L6)

Rubin said that he had disclosed his findings to Google and that the company "was able to confirm the issue and agreed to work quickly to resolve it."

Google spokesman Jay Nancarrow in an emailed statement said "We are working to resolve the issue," even as he took issue with the study that prompted the allegations.

"The zvelo study was conducted on their own phone, on which they disabled the security mechanisms that protect Google Wallet by 'rooting' the device," Nancarrow said.

Google, he added, recommends that people not install Google Wallet on "rooted" devices and that they should set up a screen lock as an additional layer of security.

Sprint representatives were not immediately available for comment.

Google's Wallet partners also include Citigroup Inc and payment network MasterCard.

Emily Collins, a Citi spokeswoman, said no Citi cardholder information is stored in the Google Wallet nor are cardholders liable for unauthorized transactions.

Jimmy Shah, a security researcher for security software specialist McAfee, said on Friday that the vulnerability did not appear to be a very easy one to exploit.

But he said it was theoretically possible if a hacker was able to physically steal a user's phone.

Shah said that a hacker would need time to install the Cracker app and to install another piece of malware to disable the phone's security system before being able to run the Cracker app to retrieve the PIN number.

The hacker would also still need the phone itself in order to be able to make payments using the stolen Google Wallet.

"It's a nice theoretical attack but it's not a very simple attack," Shah told Reuters.

McAfee is owned by chipmaker Intel Corp.

(AP) ? All of a sudden, abortion, contraception and gay marriage are at the center of American political discourse, with the struggling ? though improving ? economy pushed to the background.

Social issues don't typically dominate the discussion in shaky economies. But they do raise emotions important to factors like voter turnout. And they can be key tools for political candidates clamoring for attention, campaign cash or just a change of subject in an election year.

"The public is reacting to what it's hearing about," said Andrew Kohut, president of the Pew Research Center. In a political season, he said, "when the red meat is thrown out there, the politicians are going to go after it."

The economy still tops the list of voters' concerns and probably will still shape this presidential election. For now, at least, the culture wars of the 1990s are back. It's not clear which party will benefit because the same group of voters that opposes abortion might split over gay marriage or whether cancer research should be immune from politics. And it's not yet known to what extent, if at all, social issues will influence voters on Election Day.

Jobs, jobs, jobs ? it's been the governing mantra of both parties since the economic bust of 2008, through President Barack Obama's sweeping overhaul of health insurance and the 2010 elections that returned control of the House to Republicans. Since then, voters have turned angry while remaining anxious over the economy's crawl toward stability. Republicans have been keen to blame the slow-motion progress on Obama in their drive to deny him a second term.

Then, as the GOP nomination fight churned with no resolution in sight, the economy began to grow. Unemployment rates dipped. And a cascade of cultural political developments inspired a new set of talking points for the year's crop of political hopefuls:

?Supporters of Planned Parenthood, which provides abortion services, helped force the resignation of Susan G. Komen For the Cure executive Karen Handel after the breast cancer research group cut grants to the organization, then reversed course.

?Catholic bishops began sparring with the White House over a new requirement that Catholic-affiliated institutions such as hospitals and schools must provide insurance coverage for birth control for their employees even though the church opposes artificial contraception.

?A federal appeals court in California struck down the state's gay marriage ban, prompting criticism from the Republican presidential candidates and others who charged that unelected judges were overruling the will of voters.

For both parties, social policy puts key constituencies at stake. Republicans are courting the religious conservatives that populate their base, including Catholics in battleground states like Ohio and Pennsylvania. Obama, meanwhile, is trying to preserve support among women, moderates and independents.

Wednesday was a key pivot point.

Hours after GOP presidential hopeful Rick Santorum won all three states holding votes Tuesday night and stalled Mitt Romney's modest winning streak, congressional leaders issued tightly coordinated statements on another subject: The White House's policy on birth control coverage was a government mandate that threatens religious freedom and violates the Constitution.

In a floor speech rare for a speaker of the House, Ohioan John Boehner, a Catholic, accused the administration of undermining some of the country's most vital institutions, such as Catholic charities, schools and hospitals. He demanded that Obama rescind the policy and pledged that Congress would if Obama didn't.

"This attack by the federal government on religious freedom in our country cannot stand, and will not stand," Boehner said.

Across the Capitol, one rising star made clear the matter was a starkly political issue in the year's presidential and congressional elections.

"We have plenty of other issues to take to the American people throughout the year and in the November elections. This doesn't have to be one of them," Sen. Marco Rubio, R-Fla., said in English. As he often does, Rubio repeated his statement in Spanish ? an effort to make sure Hispanic voters in Florida and beyond, many of them Catholic, got the message.

But where Republicans cast the White House's contraception policy as an assault on the freedom of religion itself, Democrats argued for the preservation of affordable birth control for women. The White House circulated letters from women's groups defending the policy and signaled on Tuesday that a compromise was possible.

Former Obama aide Jen Psaki suggested the uproar was due in part to the GOP nomination fight, noting that the administration's directive requiring church-affiliated employers to cover birth control for their employees was based on a policy used by many states.

"Where has the outrage been up to now?" Psaki said.

On the presidential campaign trail, the GOP candidates competing for conservative votes presented themselves as foes of any efforts to remove religion and morals from public discourse. Some described those efforts in the language of war.

Romney, a Mormon, is embracing social issues in a way he hasn't to this point in the campaign as he fends off threats from two challengers. The Obama administration, he says, is waging "an assault on religion."

Former House Speaker Newt Gingrich, a Catholic, says Democrats have "declared war on the Catholic Church."

Santorum's resurgence has coincided with the surge in controversy over social issues. During a two-day sprint through Oklahoma and Texas, he used the marriage and contraception rulings on the two coasts to raise broader concerns that the courts and the Obama administration are "trying to shutter faith" and "push it out of the public square."

"They are taking faith and crushing it," he told a Texas rally Monday. "When you marginalize faith in America, when you remove the pillar of God-given rights, then what's left?"

It's powerful rhetoric, to be sure. But interviews Thursday with nearly two dozen attendees of the Conservative PAC convention in Washington produced remarkably similar sentiments: Even the most conservative voter cares most about the nation's fiscal health.

"I really think this election will turn on the economy," said Tina Katcheves, 38, a patent attorney from Howard County, Md.
